I think the problem comes from people looking at pictures of 99's, and not actually handling them. They do look heavier than they are in the receiver area, due to the slender forearm and barrel. '94's, on the other hand, and most other levers, look more slender due to the mag. tube. Really a matter of proportion. One they handle one in the flesh, those misconceptions disappear.
