1. Not necessarily. In fact, ironically, in Oklahoma where this took place, the OHP has a exception in the state statutes, that their dash cam video is NOT public record, but instead must be subpoenaed or by court order.

Always dangerous to make blanket statements about something that is defined by state law, because states can vary quite a bit.

Unless it changed since 2011, the Oklahoma Court of Civil Appeals ruled that a dash-cam video is public record.

We may not like our elected officials and or they do, but the remedy is obvious.
