I don't know all the mechanics of the story but...the government took away most of his allotment, from 500 head to 150 head. So if he still had 500 head it meant he was still trying to pay for that amount and the government wouldn't receive it. I don't know if that's how it happened because others have said he quit paying in protest but...
You want to give the government and bankers more money? I personally don't gaf if he rips them off. They steal from us every day.
