The only "what if" is would the 9mm be the LEO cartridge king if the FBI hadn't blamed it for the "Miami Massacre"? We'll never know. By the FBI's own criteria they could have adopted the 45ACP instead of the shiny new 10mm Auto. If so would the 40S&W now exist?
