I always ran 71.0 gr's H4350 with the 210 Partition. Can't speak to RL16, but I've found in other cartridges RL17 tracks very closely with H4350 in terms of charge weight, but it generally gives higher velocity.
If the 2,800 range is what you're after, I'd look at 70.0, or a bit less, of H4350.
