Hawk, I think the NFA issue is with smooth bore pistols and revolvers. It can be done, but with the paperwork and a $200 tax.
If I bought a Governor the bore would be really rough and I'd have to fire lap it a couple hundred times...
Taurus wouldn't bother making it if it was only available as an NFA item in the US.
