As a ND native who moved away in his 20’s I can say that ND is about the least tag-friendly stat for non-resident rifle hunters. After the gratis tags are allocated there are some units that literally have 1 NR buck tag up for grabs. It is taking many years to draw a tag in the more competitive units.

SD is nowhere near as unfriendly for non-resident hunters as ND.
