A sitting POTUS is duty bound under the US Constitution to do so.

And let me remind you there BONEHEAD, that Biden had been under investigation for many months regarding Ukraine and that the foreign aid to Ukraine was authorized to be released PRIOR TO Trump's conversation with the Ukraine president....
