How many "abductions" are desperate rescues.

The woman is automatically given custody, if contested.
I have seen desperate men fight for years to get their kids
away from addicted, negligent mothers.
As for Texas?
No surprise, that could happen aanywhere.
There isnt a state that isnt infiltrated, except perhaps
Utah. Which is it's own unique situation.
