The law is the Constitution. If the governors signs anything that goes against it it will not hold up to the inevitable court challenges that will come. No one will comply with any law that goes against the constitution. No jurisdiction in Va. will move to enforce any law that does not comply with the constitution every county in the state except 2 has passed a resolution saying exactly that. 95% of Va citizens have stood up and said exactly that. We have the public on our side for now by a huge margin. One stupid move and it can all come undone.
People comply with unconstitutional laws all the time for fear of the consequences.
