The hand is probably set by a spring on the transfer bar...

There's too much nose on the hammer. My inclination is that it wasnt even touched.
The ratchet isnt engaging because the transfer bar sets too far back because the hammer face is too long.

Had a brand new Anaconda that did the same thing.

Of course I've never seen the "new" Python action, but I would bet the hammer is a version of the MKIII/ V and not the old "Positive Lock".
