probably already mentioned but as I understand it, in order to be declared a domestic terrorist organization you have to have centralized command and an organized operating hierarchy.

That's the reason the KKK was never classified as a terrorist organization because they were localized entities. At least that how it was laid out during the Obama administration. The rules may have changed since then.

There was alot of pining for BLM to be designated as one after the police shootings in Dallas.
