This whole high mount trend seem to be modern. In times past hunting rifles, shotguns, and military rifles, had in common an orientation toward quick offhand shooting. Of course much of it has to do with accommodating optics, but how high is enough?

The pic is an old one and at the time guys were using what they could get. The Israelis have long been known to "make do", and use what they can get their hands on. They have been very effective with their .22s from what I understand. They are not the only nation to use .22s.
