You'd have to ask the NZ Police about the question of Tarrant's vetting and subsequent firearms acquisition. You don't have to be a citizen to hold a licence as far as I know.
To be honest I don't see how the kiwi coppers could have picked up on the lunatic, and I have to say that I am very pleased he didn't do that here.
