Even though NZ wasn't a penal colony..
NZ was made part of the official territory
of the penal colony of NSW prior to First Fleet
departing Portsmouth harbor, May 13th 1787.
(as per ammended commission by instruction
of the Court of St.James, April 25th 1787..the
orig. commission being ratified Oct.12th 1786)
and if one reads the proclamation of 1788
concerning the establishment of the colony
under Arthur Phillips ammended commission
as Governor of the colony and representative
of the Crown, you will find it to be true.
Re:
"all the islands adjacent in the Pacific Ocean within
the latitudes of 10°37'S and 43°39"S.." Basically it included the whole of the North Island
and a healthy portion of the South Island.
