A couple good rinses with boiled water is all that's needed and like new jugs the hot syrup when filling pushes out any bacteria that might be left. Old caps are discarded and replaced with a new one with new seal and lock ring. The inside of the jugs are coated with something(forget the word used)so they're non porous to eliminate bacteria.
