1) People are brought into service using shallow methods, like monetary incentives, phony macho propaganda, or conscription.
2) Then tough rule of law and threat of penalty maintains compliance.
3) Once in combat moral is built through the band of brother phenomenon. Battles are won through unit cohesion and moral which may have nothing to do with "love of country". The band of brother phenomenon dominates at the unit level in really rough combat.
