Stick to your guns and ask for a definite answer. I think they are bluffing. Stay in contact with them, make them answer. Write letters on real paper and mail them. Is this boy competent to make decisions? Maybe he could give you medical power of attorney.
I would claim a religious exemption based on my personal belief.
