If $2000 is a firm limit, then it might be challenging to get there.

I think my approach would be to shop around for a used 700 Varminter in .22-250 or .308, preferably with a good ( HS Precision or B&C, not factory injection molded ) stock. You could probably get one, rebarrel, chamber, and pick up dies for close to $1000.

That leaves $1000 for optics. Leupold custom shop 6.5-20X, 30 mm tube, 40 mm objective, find duplex, with target turrets.

$2500 to $3000 would be a lot more do-able. You could start with a new action, buy the stock you want separately, and fund a Jewell trigger.
