I don't know why Idaho even requires a permit other than to collect the fee. Any kind of instruction on firearms is good enough - military, hunter safety, etc. No training specifically for hand guns is required. A permit is needed only when carrying concealed in a vehicle or inside a city limit. In a car, just set the gun on the seat and no permit is needed. Open carry is allowed anywhere.
