I wonder how long it will be until they will start issuing shall issue permits here in Southern CA.
I don't think that CA will ever become officially "shall issue". However, many of our counties are effectively just that, and other counties are having their hands slapped to the point (lawsuit wise) that CA CCW will become very commonplace.
