The economic situation is global, not US confined. Until the global economy recovers, we are just going to wallow along with the rest of the world, regardless of who is president or who controls the congress.
Once the Greek/Italian/ Spanish, etc. debt crisis is resolved, I'm afraid we will make no progress.
