I don't hire/fire anymore, but several friends do. It's amazing how many apply, make the top tier, and then decline when an offer is made. Not once have I ever applied for a job I did not intend to accept.

Many of these have been government jobs and one has to restart the hiring process from day one. Might take a year to fill a position that the private sector could handle in two weeks.

It's especially vexing when ones gone through the process, notified the unsuccessful, and 24 hours before the show date they call to say they've accepted another offer. A lady once did that to me for a temp summer job after I'd jumped through the hoops to arrange a rig and housing for her and a couple kids in a remote environment. She ended the call with a comment that maybe she could work with me next summer.

We had one show up drunk for an interview and then call from jail after rolling his rig and getting a DUI at the first junction north of the shop. Wondered if he got the job.

I can not imagine the tolerance it takes to run a big plant now days.
