No land owner has an obligation to let anyone on their property, with one caveat. If public lands are encircled by private property I believe easement should be granted to the public land. Whether by cooperative agreement, purchase of easement rights or eminent domain as a last option. I don't see how public land is public if the public has NO access to it. I know that isn't the case in tejas since they don't have nor believe in public land.
As far as high fence hunting, if it's legal and someone wants to hunt that way they should. It's not for everyone, I've not done it but that's what makes this country special, options.
