As unpopular as this will be...I'll say it.
Trump folded.
I don't know that Trump "folded", but you have to remember that this is an election year, and Trump is running for re-election, and he had to do something, because you can bet that Biden or whoever the Democrat nominee is going to be, is going to make this THE main campaign issue.
