That's correct.
Not just the Wraith, but any NV or thermal optic system that uses a resolution screen. (all of them)

The thing about losing resolution as you gain magnification is to get a decent base resolution... The resolution at lowest power.
If it has a better picture at the base, it doesn't hurt to bump it up a bit. The Wraiths are okay for that.
