Apparently, you don't understand the concept of being detained. The definition of detained isn't handcuffed and laying face down with someone kneeling on your neck until you die. Also, he wasn't being violent. I don't think passing off a counterfeit $20 is a capitol offense in this country. They probably only cut off your hand in Saudi Arabia for that.
