Not sure what the standard for immunity is in that jurisdiction but that sure looks either intentional or reckless at best. My guess is that the police agency will be buying her a car or paying her insurance deductible, plus any physical injuries, and pain and suffering. Dude should be fired and possibly facing criminal charges.
