The cop should be brought up for review of his irresponsible actions, found guilty, relieved of his duties, lose his pension, fired ... what he did in this particular incident was unconscionable.
unconscionable: [adjective] shockingly unfair or unjust. excessive, unreasonable.
No reasonable Law Enforcement Officer would have done what he did in that incident.
