And today solar is being installed at utility scale for around 3 c/KWH in the desert southwest. Is the 3 c/KWH computed for only the time the solar is producing energy, or is it computed for a 24 hr period? Because after all, solar doesn't produce when the sun goes down. Laws aren't preventative measures. In other words, more laws won't prevent gun crime from happening.
