That’s partially true. We did swing from a dry period (dust bowl) to a wet period, and now back to drought. However, the current drought is not normal. A University of Columbia study (too lazy to look it up) described the current dry period in the west as the driest in 1,200 years.

That said, average is not normal. That’s why we have reservoirs. We either have too much or too little. Goldie Locks never gets what she likes when it comes to precipitation in the West. We are used to drought, just not ones that last his long.
