I think he is actually fairly conservative and would be a decent President. He’s probably on the long list who could win the general against Slow Joe. He is, however, devoid of charisma and I don’t think he has a snowball’s chance of winning the primary.

He did an excellent job organizing things during the early stages of Covid emergency. Trump was the big mouth but Pense did most of the work ie. getting the Pfizer and Moderna vaccines into peoples arms just ASAP, getting the ventilators in the hands of hospitals, kicking the azz of the FDA, etc etc. He was a good #2 man and kept things moving ahead just as soon as possible.
