Back in the late 90’s and early 2000’s, most fixed sighted pistols, out of the box I bought, needed adjustment to front/rear sights.
Within the last 10 years, almost all new pistols would shoot within an 1” of poa.
With that said, I just bought a pistol sight pusher tool because I’ve been switching out sights on several handguns.

If you can use a sight pusher tool on it, it's not fixed sights.
