When Tucson had red light cameras the ticket was sent by mail with instructions to log onto a website to see what it was about. If you logged on that website, they had proof you received the ticket. If you didn't log on you could claim you never received it. The tickets were sent by USPS and not registered or signature required. I think most people just threw them away.
