Not necessarily, drivers are clearly identified by traffic cams. Happens all the time. Even at freeway speeds. Mine had a picture of the license plate, and one of my face. MoFos have figured this chit out over the past twenty years. Surely there's exceptions though.... As to the courts, some jurisdictions have been doing this for many years, no doubt they have it figured out as well. Likely there's some website that compares jurisdictions on this chit.
