Yep, it was a garrisoned town and therefore was subject to bombardment under the rules of war since the middle ages. As were the Polish towns(1). Just because Picasso took time off from buggering French art critics to make a painting about it does not make it a war crime.
And, yes, the UK was the first to deliberately put Giulio Douhet's idea regarding mass terror-bombing of enemy civilian populations into practice. The reason being twofold:
1. Churchill needed an atrocity on UK soil to rally the Brits and to elicit sympathy from the USA. The fastest way to do that was to commit an atrocity upon Germany so that Hitler responded in kind. Since the Brits controlled the undersea commo cables, they could censor the former, while trumpeting the latter.
2. The Luftwaffe until that point had gone to great pains to avoid civilian casualties and had concentrated on explicit military targets such as airfields and waterfronts. And the Luftwaffe was crushing the Brits by so doing. The Battle of Britain would have been lost by the Brits had Hitler kept his cool and left the Luftwaffe to grind down the RAF. Not the first or last HUGE mistake made by AH.
On a side note, Churchill was a stinking, bumbling coward. The Brits had cracked Enigma and knew when & where the Germans were to bomb. Churchill would retreat to a country estate were London to be targeted and would stay in London when other locations were the target.

(1) All the big ones complained about, in any case. I am sure some town can be found that did not have Polish troops and also was bombarded by the Germans or Soviets during their invasions of Poland. Even assuming whatever side you're rooting for has lily-pure motives and goes to excruciating efforts to avoid war crimes, atrocity will happen. One reason that war is to be avoided.
