I'm pretty sure it was the US. With the caveat that my days in the IDF are long past, I know that we (Israel) used to have a large store of Katyushas that were captured in Lebanon. Those things are not accurate, unless they've been modified in some way to launch from, say, a helicopter or drone with something like a JDAM kit. I could see the US borrowing a few Katyushas for this purpose, but it would have had to have been launched from a US aircraft that can operate freely in Iraq.
