I know the barking dog was very distracting (the walker not quieting the dog also shows what an ass he is), but the ranger did a very good job of explaining the situation, that they were off the approved trail and that they were in violation of the regulations, a crime, albeit a minor one. The ranger therefore required identification to ID the people and determine the enforcement action he would take, depending on priors. No priors warning, priors, possible citation.

The ranger was properly placed and properly within authority according to law.
