My take on the answer I'm getting is that the power people oversold their ability to supply power with all the newly built homes in the state, and now that the finite power supply is stretched to the limit, all those extra plates they sat at the table won't all get a slice of the regular sized ham. Kinda like when they keep selling concert tickets when there's no more seats.
