It is informed by turnout in recent elections, details on votes cast in advance and – after polls close – early returns. Unclear to me how totals go DOWN once allocated to a particular candidate ????
This afternoon I heard a reporter on NPR say explain the reason these races are hard to predict is because of "increased voter access".
