I put some peas around the seal breathing hole, and when he comes to take a pea I kick him in the ice hole.
Works on AK folks, just have to figure out what to use for bait. Smokes? A bottle of rotgut? Maybe a little gold nugget, them Alaskan types go gaga over gold nuggets. Maybe just put their PFD check there?
