College was not previously free for 100 percent permanently and totally vets prior to this move by Trump. Vets that are 100 p&t were entitled to a 1200 a month stipend to go to college and they could use it as they saw fit- to pay , room and board , etc. Not many people can get a college degree on 1200 a month, so vets ended up having school loans like everyone else.
