Usually, H4895 is the answer, but Hodgdon only has data for light bullets. They do have data for 130s with I4895, starting at about 2900. Hodgdon only recommends reducing the H-version now, but Mule Deer has used both. Should be able to get where you want to be with one or the other. Maybe another source has data for H4895 that you can reduce to 60% safely.
