Can't say any one is the greatest, but I will say this. I'm an old guy, and haven't heard any music in decades that I can relate to. Used to be you could hear and understand lyrics, with the instruments in the background. Singers had decent diction so you could understand the lyrics; most CW singers had a soft, natural, southern accent. These days country singers put on an exaggerated "twang" that you can hardly understand.
One of my favorites is Marty Robbins singing "Long, Long Ago". It is a classic love ballad, and the lyrics are as clear and meaningful as they were when it was written, in the 1830s, nearly 200 years ago!
