You are thinking backwards. The fewer Rubles/$, the more valuable the Ruble is compared to the $.

The ruble dropped a couple against the dolla today, but it's been steadily gaining on the almighty fiat dolla. At this rate it would take about 6-8 weeks to really start closing in.
