They dont care if it works. They want to take peoples guns.
When you say "they" I don't believe it would include the incompetent and/or cowardly officers holding back. I don't believe they are standing in the hall thinking if just a few more children die then we will be able to take everyone's guns. I know there are a few very evil people in the world that would sacrifice children for their means, but I don't believe it is as widespread as you are suggesting.
I do believe they want to take our guns independently of heinous acts like this. Beto has said such, but he and others use any incident as a convenient excuse.
