Since you mentioned Scout is 15, I would start at the last place you saw him and take jet and do bigger and bigger circles. You will be leaving your scent too. Old dogs can just lay down, and especially if they have unknown health issues. Others have given good advice on leaving clothing. The drone idea is worth consideration.
