And which race tends to perpetuate that sort of culture? It's not welfare that's the cause, otherwise we wouldn't see the same pattern in Haiti, South Africa, etc., i.e., wherever they are the majority, and thus bring about the sort of politicians in positions of power to govern them along leftist lines.
