Big Army might be able to cut funding to those states. Not sure of the legality of that. NG make up a huge portion of the Army.
I don't think that will happen overnight if it ever happens. Budgets aren't capable of being controlled that way. O6 commanders have alot of discretion in how their dollars get spent. The border mission is probably funded by training dollars. It's just one way they can use their funds.
