Actually, the 10mm was not too "powerful". It was too powerful for the FBI to pass qualifications, and it was designed for them. Hence, the .40mm "short" (S&W) was developed.
Half correct. The original 10mm loadings were too powerful for the FBI, this is true and what I was referencing. The downloaded 10mm Lite loading was developed specifically for the FBI. The 10mm as a cartridge already existed prior to the fbi's adoption. The .40 was later developed to copy the 10mm FBI Lite load in a smaller package.
